Ask most divers why they got certified and you'll hear some version of the same answer: they wanted to see things. What surprises people is how much the diving community needs them to write down what they saw. Marine researchers cannot be everywhere, and recreational divers already are — thousands of us, in the water every weekend, looking closely at reefs, kelp beds, wrecks, and harbors. Citizen science diving is the bridge between those two facts.
If you've been looking for a way to get more involved in your local dive community, or to give your dives a bit more purpose than just logging bottom time, volunteer citizen science is one of the easiest doors to walk through. Most programs are free or low-cost, none of them require a professional rating, and you can start on your very next dive. Here's how it works and how to join.
What citizen science diving actually is
Citizen science is structured data collection carried out by volunteers rather than professional researchers. In diving, that usually means following a standardized survey method so your observations can be compared against everyone else's, then submitting what you recorded to a shared database. The methods are deliberately simple, because a protocol only works if a few thousand people with different backgrounds can all follow it the same way.
What you record depends on the program. It might be every fish species you can identify, the amount and type of debris you removed, the health of a section of reef, or the sharks and rays you spotted. What matters is consistency: the same site, surveyed the same way, over years, is what turns individual dives into a trend line that resource managers can actually use.
Two things surprise new volunteers. First, the data really does get used — by agencies, universities, and marine protected area managers. Second, it makes you a better diver. Nothing sharpens your buoyancy, situational awareness, and observation skills quite like trying to hover over one patch of reef and count everything living on it.
Programs any certified diver can join
You don't need to relocate to a research station or take a semester off. These four paths cover most of what's available to recreational divers in North America and beyond.
PADI AWARE Dive Against Debris
Dive Against Debris is PADI AWARE Foundation's longest-running citizen science program. Divers remove marine debris from a site, then report what they collected — types, quantities, and location — through the PADI AWARE Conservation Action Portal. Because the reporting is standardized, the database has become a genuine advocacy tool for marine debris policy rather than just a tally of trash bags.
You can participate in an organized cleanup through a local dive shop or club without any additional training. It's one of the biggest coordinated conservation events on the dive calendar, and dive centers worldwide host cleanups and survey dives during that window. REEF Volunteer Fish Survey Project
The Reef Environmental Education Foundation (REEF) runs one of the longest-standing volunteer monitoring programs in diving. Membership is free, and joining automatically makes you a level 1 surveyor. Surveys use the Roving Diver Technique: you swim the site freely, record every fish species you can identify along with a rough abundance estimate, and submit the results online afterward.
The gear requirement is refreshingly short — an underwater slate and pencil, a regional ID reference, and internet access to enter your data. REEF covers a wide set of project areas including the Tropical Western Atlantic, the US and Canadian West Coast, Hawaii, the Northeast US and Canada, and the Central Indo-Pacific, so there's a good chance your home water is already in the system. As you complete surveys and pass fish ID tests, you advance through experience levels, and REEF's free online "Fishinar" webinars are a genuinely good way to build identification skills before you ever get wet.
Reef Check
Reef Check trains volunteer divers to run standardized reef health surveys, with two distinct arms. The tropical EcoDiver program covers coral reef monitoring worldwide. The kelp forest program trains divers to survey temperate reefs along the US West Coast, where volunteers gather data on fish, invertebrates, and algae that feeds directly into marine protected area management and kelp restoration work.
Both arms require a training course before you survey independently, which is the trade-off for the level of scientific rigor involved. If you're a cold-water diver in California or Oregon, this is one of the most direct ways to contribute to research on your own local sites.
Local restoration groups, sanctuaries, and aquariums
Don't overlook what's already happening within driving distance. National marine sanctuaries, state park dive programs, coral restoration nurseries, aquariums, and invasive species removal efforts frequently need certified volunteer divers, and many will train you on the spot. Your local dive shop almost always knows who is running what — asking behind the counter is faster than any search engine.
Gear that makes survey diving easier
You don't need a specialized kit. Most citizen science diving happens on standard recreational gear, and the programs are designed that way on purpose. A few items do make a real difference:
Something to write on
This is the one genuinely non-negotiable item. You will not remember 30 species or 40 pieces of debris by the time you're back on the boat. A dive light

How to bring citizen science to your dive club
Programs like these are more fun with a group, and they're some of the best community-building tools a club has. A few things that tend to work:
- Pick one program and commit to it. Clubs that try to run three protocols at once usually end up running none. One method, learned properly, produces better data and less confusion.
- Adopt a home site. Repeat surveys of the same site are far more valuable scientifically than scattered one-off dives, and they give members a reason to keep coming back. PADI's Adopt the Blue program exists specifically to formalize this.
- Do the ID training on land. A club night spent working through a regional fish ID guide costs nothing and dramatically improves the quality of everyone's first surveys.
- Pair new surveyors with experienced ones. Same principle as buddy pairing generally — it builds confidence fast and keeps the data consistent.
- Share the results. Post the numbers after each outing. Seeing "we removed 62 pounds of debris and logged 41 species" is what turns a one-time volunteer into a regular.

Frequently asked questions
Do I need a special certification to do citizen science diving?
For most programs, no. An Open Water certification and reasonable comfort in the conditions at your site are enough to join an organized cleanup or start submitting REEF surveys. Some programs, including Reef Check's monitoring protocols and the PADI Dive Against Debris specialty, do require their own training course before you survey independently.
Is it free to volunteer?
It varies. REEF membership is free, and joining a shop-organized cleanup usually costs no more than the dive itself. Structured training courses, such as Reef Check's monitoring certification or a PADI specialty, carry a course fee. Budget for the dive, not for the data.
Can snorkelers participate?
Yes, for some programs. REEF surveys can be conducted by snorkelers as well as scuba divers, and shoreline and shallow-water cleanups regularly involve people who aren't certified at all. If you have friends who want to help but don't dive, there is almost always a job for them.
How much time does a survey add to a dive?
Less than most people expect. A REEF roving diver survey happens during a normal recreational dive — you're just recording as you go. Data entry afterward takes a few minutes online. Debris surveys take longer because you have to sort and count what you collected on the surface, so plan an extra 30 minutes or so at the end of a cleanup.
Does the data actually get used?
Yes. REEF's database is publicly accessible and has been used by NOAA, the National Park Service, state fish and wildlife agencies, and academic researchers. Reef Check data feeds into marine protected area management on the US West Coast and reef monitoring internationally. PADI AWARE's marine debris dataset has been cited in policy advocacy on ocean plastics.
